Spiritually inspiring leaders
decide to lead only because the Tao is leading them.
Below the spiritual leaders are the leaders
who are loved and praised by the peoples.
Every other leader
is a cause of anguish
and is thus the target of fear and disbelief.
When faith fails to inspire and lead the peoples
out of apathy and disbelief,
words are insufficient and cannot replace
the value of the Tao's style of leadership.
Spontaneously acting with the effortless ease of the sages,
every task is completed as if for the first time.

When the Way is discredited
as being no way at all,
humanistic duties are highlighted
as being better than heaven and earth.
When bounded intelligence
covers the mass of the mind,
fabricating half truths are in fashion.
When personal relationships are inharmonious,
family piety is at its height.
When the nations are confused
over varying policies,
the loyalty of the peoples
is unexpected by those who think they are in power.

Abandoning useless knowledge
benefits everyone a hundredfold.
Abandoning humanistic duties
helps the peoples to re-find themselves.
Abandoning craftiness and profits
makes thieves into followers of the Way.
Discover what is basic and universal to all.
Embrace what is undiminished
by time and circumstances.
Become selfless and desire desirelessness.
