Solidity of being is what makes

the mind feel light or weightless.

What is calm is master of what is profusely active.

Though the wise travel non stop,

they never leave anything behind except for themselves.

Though the wise may be luxuriously dressed,

what they are capable of conceiving is transcendent.

When governors do not seriously contemplate

their position in society,

a lack of balance in maturity results in the removal 

of order from all segments of society.

Unstable in outlook and in planning,

those who are confused make the entire state

fall under their confusion.

Therefore, think before you act.

Works that are good are untraceable.

Words that are good are as if without weight.

Planning that is good is free from being manipulated.

What has no door to shut is like the Tao.

What has no rope confining it is the mind.

Sages are always mindful of how they

are going to save the peoples.

Not wanting anyone to waste

what they have within them,

the good teach others to become sages.

Not honoring their own teachers or students,

the knowledgeable are severely deluded.

Though in knowledge, they are not yet in the Tao.
